We are searching for a Plans Examiner Supervisor to join our team at the Clackamas County Department of Transportation & Development. If selected for this position, you will be responsible for the coordination and supervision of staff performing review of industrial, commercial and 1 and 2 family dwelling building plans for compliance with the State of Oregon Structural and Mechanical Specialty Codes. In this role, you will also perform fire and life safety plan reviews and on occasion perform inspections, as well as resolve technical and code interpretation questions and provide guidance, training, and resources to your team.

It is critical for an individual in this role to understand the importance of high quality customer service and strive to exceed the high standards and expectations set forth by our customers. Another key component of this position is regular interaction with the public, so it will be extremely important for the Plans Examiner Supervisor to demonstrate strong communication and interpersonal skills.

Required Minimum Qualifications/Transferrable Skills:*

  • A minimum of five (5) years of relevant experience, including experience as a commercial and residential plans examiner in a building codes, public works or similar department
  • Oregon Inspector Certification (OIC) ~AND~ at least one of the following three certification sets:
    1. State of Oregon Certifications:
      • State of Oregon Fire and Life Safety (PEF)
      • State of Oregon A-level Plans Examiner (PEA)
      • State of Oregon Residential Plans Examiner (CAX)
      • A-level Structural Inspector (SIA)
      • A-level Mechanical Inspector (MIA)
      • Residential Structural Inspector (CAS)
    2. International Code Council Certifications(Please note: To use International Code Council (ICC) certifications you must be able to provide documentation showing the appropriate experience as outlined by the Oregon State Building Codes Division in order to convert these certifications to Oregon Certifications, or be registered to take the necessary Oregon State Building Codes Division training class in order to convert the ICC certifications, within six (6) months of hire, to Oregon Certifications.)

      • State of Oregon A-level Mechanical Inspector
      • State of Oregon 1 and 2 Family Plans Examiner
      • State of Oregon 1 and 2 Family Structural Inspector
      • State of Oregon 1 and 2 Family Mechanical Inspector
  • A minimum of two (2) years of supervisory experience, including assigning work, training staff, preparing and reviewing team or individual performance appraisals, correcting performance deficiencies and recommending corrective actions 
  • A minimum of three (3) years of experience providing customer service by meeting customer’s needs and interacting with employees, vendors, and the public in a courteous and professional manner 
  • Experience with general administrative and clerical procedures, including use of common computer applications, such as Microsoft Suite, as well as file management and record keeping 

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience as a structural and mechanical inspector within a jurisdictional setting
  • Completion of a recognized building inspection program, where building and mechanical code classes, inspection classes and training, and plan review were an integral part of the program
  • Experience as a licensed architect, civil or structural engineer
  • Experience using Accela Automation/Project Docs or similar permitting software
  • At least two (2) years of experience working in the construction industry 
  • Experience using Blue Beam or similar document viewing software

Pre-employment Requirements:

  • Must pass a post-offer physical assessment; accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation
