The City of Hillsboro is currently seeking a talented and experienced Building Plans Examiner - Fire Life Safety for our Building Division of the Community Development Department. General Statement of Duties

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Examines residential, commercial, industrial, and public new construction plans for compliance with the State Building Code and other related laws, standards, and regulations. Identifies and documents code-based corrections or plan deficiencies; prepares concise written plan review correspondence.
  •  Provides technical assistance to the public and building and design professionals, in person, over the phone, and through electronic media, with inquiries regarding construction plans; provides information and assistance regarding building code compliance measures needed to meet code requirements and to facilitate the permitting process; provides ongoing technical support to Permit Technician staff.
  • Tracks and monitors projects through final plan approval and provides ongoing support to field staff throughout construction.
  • Evaluates data and information to assess complex permit fees and development charges.
  • Researches code context, provides code interpretation analysis and recommendation to the Lead Plans Examiner and Chief Plans Examiner, and suggests alternative methods or materials to customers during the construction design process.
  • Prepares various reports, correspondence, and plan review documents; maintains records and documentation in accordance with applicable statutes, regulations, policy, and records retention procedures. 
  • Manage records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.
  • Performs building safety assessments in the event of a major earthquake or other disaster.

  • Performs other duties of a similar nature and level as assigned.

Acceptable Experience and Training

Associate degree in Construction or Industrial Technology or in a closely related field or 2 years of building construction related experience; or, any combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS:
 Depending on assignment, some positions may require:
 • Valid Driver’s License and safe driving record; and
 

Required Certifications:

Plans Examiner I:  

  • Oregon Inspector Certification (Oregon OIC)
  • Building Plans Examiner A-Level (Oregon PEA or ICC B3)
  • Mechanical Inspector A-Level (Oregon MIA or ICC M2)
  • Residential Plans Examiner (Oregon CAX or ICC R3)


Plans Examiner II:
 

All of the following certifications within 6 months of hire:

Structural/Mechanical
 • Oregon Inspector Certification (Oregon OIC)
 • Fire and Life Safety Plans Examiner (Oregon PEF or ICC F3)
 • Structural Plans Examiner A-Level (Oregon PEA or ICC B3)
 • Mechanical Inspector A-Level (Oregon MIA or ICC M2)
 • Residential Plans Examiner (Oregon CAX or ICC R3)
 

Plus two of the following:
   • Structural Inspector A-Level (Oregon SIA or ICC B2)
   • Mechanical Plans Examiner (ICC M3)
   • Commercial Energy Plans Examiner (ICC 78)
   • Commercial Fire Alarm Plans Examiner (ICC CN)
   • Commercial Fire Sprinkler Plans Examiner (ICC CP)
   • Accessibility Inspector/Plans Examiner (ICC 21)
