THIS IS A 12 HOUR A WEEK PART TIME POSITION, WHICH IS NOT BENEFIT ELIGIBLE. THE SCHEDULE IS MONDAY, WEDNESDAY AND FRIDAY.
THIS POSITION WILL BE OPEN UNTIL FILLED. THIS MEANS THAT IF WE RECEIVE A QUALIFIED APPLICANT WE WILL INTERVIEW WITHOUT WAITING FOR A POSITION CLOSING DATE.
GENERAL STATEMENT
Performs a variety of technical work in the review and approval of plumbing plans and conducts inspection of these improvements in the field.
SUPERVISION RECEIVED:
Works under the general supervision of the Building Official.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners and other interested parties, answers questions regarding plumbing codes and requirements.
Reviews current trends and developments in the field of construction, and prepares revisions to codes, ordinances and local regulations. Examines building proposals of all types to determine compliance with code requirements and related regulations.
Reviews and evaluates proposed plumbing plans, specifications and prints to ensure that proposed construction complies with plumbing codes.
Maintains complete and accurate records of approved plans.
Apply valuations and calculate permit costs for new projects based on codes, regulations and policies.
Inspects plumbing and medical gas installations to the applicable adopted codes as assigned. Uses forms provided by the Building Official at each inspection for pass, fail or corrections required. Responds to customer questions about decisions made in the field.
Responds to plumbing enforcement issues as assigned. Researches problems and complaints regarding commercial and residential buildings, and code compliance. Maintains records of enforcement issues and their resolution.
Performs research on codes and ordinances as assigned to evaluate and recommend improvements to codes and ordinances.
Coordinates activities with Building Official, inspectors, planners, engineers, fire inspectors and other agency staff.
Resolves customer service issues. Maintains records of customer service issues and their resolution.
PERIPHERAL DUTIES
In cooperation with other affected City units assist in the planning and design of internal building projects.

QUALIFICATIONS
EDUCATION AND EXPERIENCE:
Graduation from a standard senior high school or GED equivalent, supplemented by two (2) years of post-secondary college or technical school instruction in building technology, construction management, mechanical, electrical, plumbing or building construction, and
Two (2) years of experience in general construction or related fields, or any equivalent combination of education and experience.
Any equivalent combination of experience and training which demonstrates the requisite knowledge, skill, and abilities to perform the essential job duties may be considered.
SPECIAL REQUIREMENTS
A valid state driver's license, or ability to obtain one by start of employment. A-Level Plumbing and Medical Gas certifications.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of Oregon Building Codes, plumbing codes, mechanical codes, general construction codes, and a thorough knowledge of carpentry; working knowledge of plumbing work, and skill in applying knowledge of national Oregon Building Codes, zoning and land use regulations.
Skill in the operation of the listed equipment.
Ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the public.
Ability to work independently with little supervision, prioritize workload and meet tight timelines, self-initiate, set goals, organize, plan and coordinate projects, establish procedures and anticipate and implement changes as needed.
Ability to make independent decisions and exercise judgment consistent with appropriate policies, procedures and techniques.
Ability to read and understand complicated plans and blueprints.
Ability to recognize, analyze and recommend workable solutions to problems.
Ability to communicate effectively orally and in writing.
Ability to wear task-appropriate personal protective equipment.
TOOLS AND EQUIPMENT USED
Personal computer, I-Pad or Tablet including word processing, spreadsheet, permit and scheduling software, email and internet; standard office equipment and communication devices, City vehicle and field inspection equipment, including personal protective equipment.

Some work is performed in office settings. Mostly outdoor work is required in the inspection of various land developments and construction sites. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to kneel, stand; walk; talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is frequently required to sit.
The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
