The Position

Beaverton, Oregon. Chief Plans Examiner Supervisor

The City of Beaverton is seeking an experienced and dedicated Chief Plans Examiner Supervisor to support the enforcement of city and state building codes, ensuring the safety, health, and comfort of building occupants and the public. In this key leadership role, you will work closely with the City Building Official to supervise and guide the plans examination team, conduct detailed inspections and reviews of construction projects, and collaborate with architects, engineers, and contractors to resolve complex code-related issues. This position offers the opportunity to oversee both residential and commercial building inspections, contributing to the city's continued growth and safety. 

 

As the Chief Plans Examiner Supervisor, you will have a hands-on role in ensuring compliance with building regulations while fostering a positive and collaborative work environment. You will also assist in developing inspection procedures, addressing citizen concerns, and supporting a diverse and inclusive workplace. Your leadership and technical expertise will be critical as you help manage staff performance, participate in budget oversight, and serve as the acting Building Official when needed.

This is a full-time, exempt, Management 2 (M2) position. There is one vacancy.

Responsibilities

 

  • Assign and review staff work for timeliness, accuracy, documentation, and proper code interpretation. Coach and support staff to build their expertise. Assist in recruitment and performance evaluations.
  • Provide leadership and guidance to employees, meeting regularly with staff to discuss performance, technical issues, strategies, and procedures. Ensure a productive work environment with open communication.
  • Interpret and apply relevant policies, procedures, laws, and regulations.
  • Perform complex inspections and plan reviews, especially for commercial and industrial buildings.
  • Inspect, approve or disapprove, issue correction notices, and stop work orders. Work with architects and builders to ensure compliance with mechanical, structural, and plumbing codes. Monitor ongoing work for safety and construction standards.
  • Review plans, drawings, and specifications for construction projects to ensure they meet safety, zoning codes, and engineering standards.
  • Collaborate with architects, engineers, contractors, and owners to resolve code violations.
  • Investigate and address citizen complaints regarding workmanship, safety issues, or construction-related nuisances.
  • Assist in developing and implementing inspection and plan review processes, policies, and standards to improve consistency and service efficiency.
  • Respond promptly and courteously to public inquiries about plan reviews and design issues. Help customers and staff resolve technical problems.
  • Assist in preparing and managing budgets for assigned areas.
  • Participate in permit issuance, fee calculations, and record maintenance.
  • Uphold city policies and laws with integrity and professionalism in all duties.
  • Help foster a positive, collaborative work environment that promotes clear communication and ongoing professional growth.

Qualifications

 

Minimum qualifications:
  • Associate’s degree in building inspection technology, civil and construction engineering, or a related field, and 
  • Five years of experience in a similar role, including
  • One year of experience in a supervisory or lead role; or 
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 

Licensing and special requirements
  • Valid driver’s license and ability to meet the city’s driving standards.
  • Oregon Building Official certification within six months of hire.
  • State of Oregon Inspector Certification. 
  • State of Oregon A-Level Plans Examiner certification or International Code Council (ICC) Building Plans Examiner certification.
  • State of Oregon Fire Life Safety Plans Examiner or ICC Fire Plans Examiner certification.
  • State of Oregon Residential Plans Examiner or ICC Residential Building Inspector certification. 
  • State of Oregon A-level Mechanical Inspector or ICC Commercial Mechanical Inspector certification.
  • Ability to pass reference checks and education verification and satisfy the requirements of a background check and license/certification verification.
  • Ability to satisfy the requirements of a pre-employment drug screen.

Compensation

 

Wage range: $8,593.80 - $11,515.97 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
